TARİHÇE

İngiltere Türk Toplumu

İngiltere’de Türkler 1950’li yıllarda Kıbrıs’tan Londra merkez olmak üzere bu ülkeye göç eden Türklerle başlamış ve 1970 yıllara kadar oluşturulan eğitimin de içinde bulunduğu dernekleşmelerle toplumsal bir varlık göstermişlerdir. 1970’li yıllarda Türkiye’den gelen Türklerin de bu ülkeye yerleşmeleri ve 1990’lı yıllardan sonra yaşanan yoğun bu göçe 2010’lu yılara Avrupa Birliği üyesi ülkelerin vatandaşları olan Batı Trakya, Bulgaristan ve Romanya’dan da gelen Türklerin de katılımıyla İngiltere Türk toplumu bugünkü varlığına ulaşmıştır. Britanya sathına yayılan Türk nüfusunun 500.000’e ulaştığı öngörülmektedir.

Eğitim Faaliyetleri

Kıbrıslı Türklerin, yaşanılan ülkede kalıcığın görülmesi ile yeni kuşaklara Türk dili kültürünün öğretilmesi ihtiyacının ortaya çıkmış, 1960’lı yıllardan itibaren Türk çocuklarına yönelik kurulmaya başlanan destek okulları, 1980’li yıllarda çoğalmaya başlamış; Kuzey ve Güney Londra’da kurulan okullara yerel öğretmenlerin yanısıra Türkiye Cumhuriyeti Londra Büyükelçiliği Eğitim Müşavirliğince ve KKTC Eğitim Ateşeliğince öğretmen tahsis edilmesiyle eğitim faaliyetleri kurumsallaşmaya başlamıştır.

1983 yılında kurulan ve Kıbrıs Türk derneklerini çatısı altında toplayan İngiltere Kıbrıs Türk Dernekleri Konseyi’ne bağlı olarak eğitim faaliyetleri yürüten 6 Türk okulu arasında koordinasyonu sağlamak için Eğitim Komitesi oluşturulmuştur.

Daha sonra artan ihtiyaçlar ve kurulan yeni eğitim kuruluşlarının sorunlarının tespiti ve giderilmesi yönünde çalışmalarının eşgüdümünde ortak bir çatı işlevini yerine getirmesi için 22 okulumuzun mutabakatıyla Konsorsiyum kurulmuştur.

KURULUŞ

Konsorsiyumun Kuruluşu ve Yapısı

2000’li yıllara gelindiğinde Türk toplumunun genişlemesi, destek okullarının ve ihtiyaçlarının çoğalması dolayısıyla bütün toplumu temsilen bağımsız bir çatı kuruluş ihtiyacı doğmuş yürütülen çalışmalar 2003 yılında önde gelen Türk Dili ve Kültürü Okullarının öncülüğünde İngiltere Türk Dili ve Kültürü Konsorsiyumu’nun kuruluşu gerçekleşmiştir.

İngiltere Türk Dili ve Kültürü Konsorsiyumu, üyesi okulların ortak sorunlarının giderilmesi temel amacı doğrultusunda öncelikle birer yıllık dönüşümlü Başkanlık yöntemiyle çalışmalar yürütmüş, 2011 yılından itibaren tüzüğünde yaptığı değişikle ikişer yıllığına seçimle işbaşına gelen Başkan ve Yönetim Kuruluyla çalışmalar yürütmeye başlamıştır. Ek listede ayrıntıları verilen üye okullar, kuruluş olarak birer oy hakkıyla Genel Kurullarda temsil gücünü kullanırken, varılan bir “centilmenlik anlaşması” doğrultusunda içinden çıktığı İngiltere Kıbrıs Türk Dernekleri Konseyi, Eğitim Komitesi de onursal olarak bir oy hakkına sahiptir.

Konsorsiyum, Başkan dahil en az 7 (yedi) en fazla 12 (on iki) kişiden oluşan ve seçimle gelen Yönetim Kurulu tarafından yönetilirken ihtiyaçlar doğrultusunda oluşturulan komitelerle Yönetim Kurulu üyelerinin yanısıra sahasında temayüz etmiş kişilerin de katılabildiği çalışmalar yürütebilmektedir.

Konsorsiyum, 15 Temmuz 2016 tarihinde Türkiye’de yaşanan menfur darbe girişiminin hemen ardından üyesi olan 6 destek okulu ve/veya eğitim derneği ile ilişkilerini sonlandırmıştır.


HISTORY

The start of the Turkish Migration in England began with the Turks who migrated to Central London from Cyprus in the 1950s and has had a social presence with Associations including education since then and until the 1970s. In the 1970s, Turks from Turkey mainland, began to come to England to settle in the 1990s, where intense migration continued until 2010 and at this time those who are citizens of countries of members of the European Association of the Western Thrace, such Bulgaria and Romania increased the Turkish community in England today. It has been predicted that Turkish existence in England has reached 500,000 and that the Turkish population, is continuing to spread across Britain.

Educational Involvement

With the settlement of Turks within the UK and by their established permanent residence in the country, Turkish Cypriots, saw the need to teach Turkish language culture to new generations emerging within the community, and so ‘Support Supplementary Schools, were established for Turkish children from the 1960s, which began to proliferate in the 1980s; where schools were established in both North and South of London and teachers were being allocated to England from the Republic of Turkey Embassy in London and the TRNC Education Attache Counselor, therefore the Turkish Education teaching system became institutionalized.

The Education Committee was formed to ensure coordination between the first established 6 Turkish schools. The Committee conduct educational activities under the British Cyprus Turkish Associations Council, which was established in 1983 and gather the Turkish Cypriot associations under one establishment.

The Consortium was established with the agreement of 22 schools in order to fulfil a common interest and ‘one establishment’ function in coordination with the efforts to identify and eliminate problems of the increasing needs of the schools and the new educational institutions established.

ESTABLISHMENT

Establishment and Structure of the Consortium

In the 2000s, due to the expansion of the Turkish society, the increase of support schools and needs, an independent framework was needed to represent the whole community, and the work carried out was the establishment of the British Turkish Language and Culture Consortium in 2003 under the leadership of the leading Turkish Language and Culture Schools.

The British Turkish Language and Culture Consortium’s main purpose was resolving the common problems of its member schools. They firstly carried out their role with a one-year alternating Presidency method, and started to work with the President and the Board of Directors, who were elected for two years with the amendment made in its constitution. The member schools, whose details are given in the annex list, exercise their representation power in the General Assemblies with one voting right as an establishment, in line with a “gentlemen’s agreement”, the Council of the
Turkish Cypriot Associations of the UK and the Education Committee have an honorary vote.

The Consortium is managed by the elected Board of Directors consisting of at least 7 (seven) and at most 12 (twelve) people, including the Chairman, and can carry out activities in which members of the Board of Directors as well as those who are distinguished in their field can participate in committees formed in line with the needs.

The consortium, July 15, 2016 immediately following the date on which a member of the heinous coup attempt occurred in Turkey, 6 of the Supplementary support school terminate its relationship with the education association.
